"description": "The Maine Constitution requires the Legislature to reapportion legislative districts every ten years, using the most recent census data. The State of Maine has typically done this the 3rd year following the Census. This dataset indicates the result of the 2013 reapportionment for the Senate.These data are derived primarily from the Maine towns boundary dataset to indicate the Senate districts starting with the 127th Legislature. Since many districts are defined by census tracts and blocks, where these boundaries split up towns, the lines from the census data were used to do so. These districts become public law on October 9, 2013, but the legislation specifically delays the implementation of these districts until the 127th Legislature (Dec 3 2014).These data are based on 1:24,000 base data and will inherit the resulting spatial inaccuracies of the source data. These data are intended for mapping at scales suitable for 1:24,000 scale and are not intended to be a ground survey of precise boundaries. Typically boundaries follow town lines, or roads or water features. In some cases these lines may have have slight variations from the actual features which delineate the legislative district.",

Voting district is the generic name for geographic entities such as precincts, wards, and election districts established by State governments for the purpose of conducting elections. States participating in the 2010 Census Redistricting Data Program as part of Public Law 94-171 (1975) provided the Census Bureau with boundaries, codes, and names for their VTDs. Each VTD is identified by a 1- to 6-character alphanumeric census code that is unique within county. For the 2010 Census, Rhode Island is the only State that did not participate in Phase 2 (the Voting District Project) of the Redistricting Data Program and no VTDs exist for this State in the 2010 Census data products. Portions of other adjacent towns are covered including Belgrade, Chelsea, Dresden, Litchfield, Pittston, Randolph, Readfield, Richmond, Sidney, Vassalboro, West Gardiner, Windsor, and Winthrop. The data were collected in a single session on May 6, 2008. LiDAR data were also collected and are available elsewhere. The 6" imagery is available for the northern part of the area, Augusta and Manchester principally. 1' imagery is for the southern area of the collect. The data were collected and processed by James W. Sewall Co of Old Town, Maine. The LiDAR data were collected and processed by Photo Science, Inc., of Lexington, KY. The scale of 1:7920 was used to produce a mapping scale of 1" = 660'.<\/span><\/font><\/p><\/div><\/div><\/div>",

Bradstreet Consultants, Inc. used the aerial photography flown in one session on April 21, 2006, at a resolution of 0.5' pixel (similar to 1"=600'). Bradstreet Consultants, Inc. gathered control points to support full analytical aerotriangulation. The aerotriangulation solution was used to set up each stereopair of photos for orthorectification and DTM compilation. The ortho imagery was rectified from the natural color digial imagery employing a digital terrain model (DTM) and supplemented from updating some town's original DTM and some town's from scratch using the imagery in softcopy (digital) stereoplotter in the Kork KDMS and DAT/EM AutoCAD DWG format.<\/span><\/font><\/p><\/div><\/div><\/div>",

"description": "The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. County subdivisions are the primary divisions of counties and their equivalent entities for the reporting of Census Bureau data, and they include legally minor civil divisions (MCDs) and statistical census county divisions (CCDs), and unorganized territories. For the 2010 Census, the legal MCDs are the primary governmental and/or administrative divisions of counties in 29 States and Puerto Rico; Tennessee changed from having CCDs for Census 2000 to having MCDs for the 2010 Census. In MCD States where no MCD exists or is not defined, the Census Bureau creates statistical unorganized territories to complete coverage. The entire area of the United States, Puerto Rico, and the Island Areas is covered by county subdivisions. The boundaries of all 2010 Census legal MCDs are as of January 1, 2010 as reported through the Census Bureau's Boundary and Annexation Survey (BAS). For the 2010 Census, CCDs or their equivalents are delineated in 21 States. The boundaries of all 2010 Census statistical CCDs were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP).",

"description": "The Maine Constitution requires the Legislature to reapportion legislative districts every ten years, using the most recent census data. The State of Maine has typically done this the 3rd year following the Census. This dataset indicates the result of the 2013 reapportionment for the House of Representatives.These data are derived primarily from the Maine towns boundary dataset to indicate the House of Representatives districts starting with the 127th Legislature. Since many districts are defined by census tracts and blocks, where these boundaries split up towns, the lines from the census data were used to do so. These districts become public law on October 9, 2013, but the legislation specifically delays the implementation of these districts until the 127th Legislature (Dec 3 2014).These data are based on 1:24,000 base data and will inherit the resulting spatial inaccuracies of the source data. These data are intended for mapping at scales suitable for 1:24,000 scale and are not intended to be a ground survey of precise boundaries. Typically boundaries follow town lines, or roads or water features. In some cases these lines may have have slight variations from the actual features which delineate the legislative district.",

Legislation, Chapter 289 of the Public Laws of 2003, was enacted by the 121st Legislature and signed by the Governor on May 23, 2003. The dataset, in accordance with the legislation, depicts district boundaries following US Census Bureau TIGER/Line Files 2000 mapped at 1:100,000. These districts are in effect for candidates participating in the June 8, 2004 Primary Election and November 2, 2004 General Election. \r\nDataset polygons are assembled into REGIONS that represent 151 Maine House of Representative Districts and are attributed, in the item HSDSTRCT03, with the House District number prefixed by 23 the Federal Information Processing Code for Maine. Additional attribution on the demographics of the districts including population, race, age, and household characteristics contains classification and content similar to but slightly different from US Census Bureau, Census 2000, Summary File 1. In addition, census tracts occasionally are split due to population growth, or combined as a result of substantial population decline. Census tract boundaries generally follow visible and identifiable features. They may follow legal boundaries such as minor civil division (MCD) or incorporated place boundaries in some States and situations to allow for census tract-to-governmental unit relationships where the governmental boundaries tend to remain unchanged between censuses. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2010 Census, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2000 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area, no land area.",

Census Blocks are statistical areas bounded on all sides by visible features, such as streets, roads, streams, and railroad tracks, and/or by nonvisible boundaries such as city, town, township, and county limits, and short line-of-sight extensions of streets and roads. Census blocks are relatively small in area; for example, a block in a city bounded by streets. However, census blocks in remote areas are often large and irregular and may even be many square miles in area. A common misunderstanding is that data users think census blocks are used geographically to build all other census geographic areas, rather all other census geographic areas are updated and then used as the primary constraints, along with roads and water features, to delineate the tabulation blocks. As a result, all 2010 Census blocks nest within every other 2010 Census geographic area, so that Census Bureau statistical data can be tabulated at the block level and aggregated up to the appropriate geographic areas. Census blocks cover all territory in the United States, Puerto Rico, and the Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Census Blocks are statistical areas bounded on all sides by visible features, such as streets, roads, streams, and railroad tracks, and/or by nonvisible boundaries such as city, town, township, and county limits, and short line-of-sight extensions of streets and roads. Census blocks are relatively small in area; for example, a block in a city bounded by streets. However, census blocks in remote areas are often large and irregular and may even be many square miles in area. A common misunderstanding is that data users think census blocks are used geographically to build all other census geographic areas, rather all other census geographic areas are updated and then used as the primary constraints, along with roads and water features, to delineate the tabulation blocks. As a result, all 2010 Census blocks nest within every other 2010 Census geographic area, so that Census Bureau statistical data can be tabulated at the block level and aggregated up to the appropriate geographic areas. Census blocks cover all territory in the United States, Puerto Rico, and the Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands). Blocks are the smallest geographic areas for which the Census Bureau publishes data from the decennial census. A block may consist of one or more faces.",

Block Groups (BGs) are defined before tabulation block delineation and numbering, but are clusters of blocks within the same census tract that have the same first digit of their 4-digit census block number from the same decennial census. For example, Census 2000 tabulation blocks 3001, 3002, 3003,.., 3999 within Census 2000 tract 1210.02 are also within BG 3 within that census tract. Census 2000 BGs generally contained between 600 and 3,000 people, with an optimum size of 1,500 people. Most BGs were delineated by local participants in the Census Bureau's Participant Statistical Areas Program (PSAP). The Census Bureau delineated BGs only where the PSAP participant declined to delineate BGs or where the Census Bureau could not identify any local PSAP participant. A BG usually covers a contiguous area. Each census tract contains at least one BG, and BGs are uniquely numbered within census tract. Within the standard census geographic hierarchy, BGs never cross county or census tract boundaries, but may cross the boundaries of other geographic entities like county subdivisions, places, urban areas, voting districts, congressional districts, and American Indian / Alaska Native / Native Hawaiian areas. BGs have a valid code range of 0 through 9. BGs coded 0 were intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. For Census 2000, rather than extending a census tract boundary into the Great Lakes or out to the U.S. nautical three-mile limit, the Census Bureau delineated some census tract boundaries along the shoreline or just offshore. The Census Bureau assigned a default census tract number of 0 and BG of 0 to these offshore, water-only areas not included in regularly numbered census tract areas.",

The U.S. Census Bureau delineated census tracts in situations where no local participant existed or where local or tribal governments declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of decennial census data. This is the first decennial census for which the entire United States is covered by census tracts. For the 1990 census, some counties had census tracts and others had block numbering areas (BNAs). In preparation for Census 2000, all BNAs were replaced by census tracts, which may or may not cover the same areas.",
